Index development methodology
The development of the index began by document analysis. In its framework, previously conducted research reports on youth participation, scientific articles, and national and European Union level planning documents in youth work were collected and analyzed. The document analysis's purpose was to identify in which thematic aspects youth participation is analyzed to adapt them to the structure of the participation index's content to be developed. As a result of document analysis, three thematic aspects were defined, in which specific indicators are further structured:
- Knowledge, skills
- Values, attitudes

The development of the index began by document analysis
In order to identify specific indicators to be included in the index, a secondary analysis of previously conducted studies was carried out. In its framework, indicators (definitions of questions in survey questionnaires) were collected, which were used in the measurement of youth participation at the national and/or European Union level. The purpose of this analysis was to select those indicators that were used most often in the measurements, thus have been widely approved. From the collected indicators, the most relevant to the project's scope were selected for inclusion in the participation index measurement. See the list of sources used for the studies.
In order to identify specific indicators
Creation of Participation Index Content. Based on document analysis and secondary analysis of previously conducted research data, specific indicators to be included in the participation index were defined in three thematic groups. 15 indicators were selected in each thematic group (45 indicators in total). To ease the filling out of the index questionnaire, the questions in two of the three thematic blocks use a Likert scale, while in one young people are asked to mark all the answers that correspond to them (multiple question principle)
